Jibri serves as the Communications Chair for the EPA William D. Barber Jr. Chapter of BIG. He works in EPA’s Office of Enforcement and Compliance Assurance where he is an IT Specialist overseeing and managing the web site for the Office of Compliance.

Jibri has been a BIG member since 2019 and served as Chapter Delegate at the BIG Delegate Assembly representing Region XI.. 

Brenda is a 20 year employee of EPA, works as a Program Analysis.  Having attended three (3) Blacks In Government Conferences and being highly impressed with a wealth of knowledge provided became a lifetime member in April 2019.  In the William D. Barber, Jr. Chapter of Blacks in Government, she has had the pleasure of serving as the Program and Planning Committee Chair.  She is a member and officer of XI Omega Omega Chapter of Alpha Kappa Alpha Sorority, Inc., The National Coalition of 100 Black Women, Prince Williams County Chapter, and a member of  Ebenezer Baptist Church, Woodbridge, VA.  At Ebenezer she serves as the Youth Director, on the Women’s Leadership Team and Assistant Youth Choir Director.  She is married to Kevin McKay and has 1 son (Dante) and 3 grandkids.

Guiding Principles

Melinda serves as Chapter Regional Representative and Region XI Hospitality Chair.  She is a Life member and a graduate of the Darlene H. Young Leadership Academy (DYLA). The DYLA is a national program sponsored by Blacks in Government (BIG) for its members.

Melinda is an elected member of the National Nominations and NTI Plenary Planning Committees.  She’s held several positions within the WDB Jr. BIG Chapter, including Chair of several NTI Forums, Recording and Correspondence Secretary, Vice-President and President.  Melinda has been a faithful member of BIG since 2009.

Karen serves as Treasurer of the EPA William D. Barber Jr. Chapter of BIG.  In 2009, Karen joined the EPA and has since been a member. While serving a second term as Treasurer, she also serves as the Regional Representative for the Chapter. She is both an Analyst and Funds Control Officer in the Office of Water.

Karen initially joined EPA’s BIG to help contribute to the mission of the organization through her service on the programs and planning committee. Afterwards, she then served as the Recording Secretary from 2012-2014.

Karen is a member of the Mitchellville-Bowie Section of the National Council of Negro Women where she serves as the Financial Secretary.  She enjoys spending free time with family and friends, and enjoys bowling and traveling.

2017-2019 President Top Priorities

Monica serves as Assistant Treasurer of the EPA William D. Barber Jr. Chapter of BIG.  

LaShan currently serves as President of the EPA William D. Barber Jr. Chapter of BIG. She has been a member of the organization since the mid-1990’s and is a Life/Gold Plus member of the Chapter.   As a member of the Chapter, LaShan has held numerous positions.  However, as President, has been able to engage other EPA Chapters, across the Agency to collaborate on developing the framework for the agency forum.  As a result, and for the first time, the 2017 Agency forum was developed and hosted by five other BIG Chapters within EPA.

LaShan began her career at EPA, in the Office of General Counsel, as part of their Stay-In-School program, in August 1986. After a few years, she transitioned and became a secretary within that same office, and currently works in the Office of Resource Conservation and Recovery as a Program Analyst (IMS).

President LaShan believes that EPA’s mission to protect human health and the environment is also inclusive of supporting equality, advocacy and upward mobility for ALL EPA’s employees and the communities they serve.

EPA William D. Barber, Jr. Chapter

Kennetta serves as the Corresponding Secretary of the EPA William D. Barber Jr. Chapter of BIG. She works in EPA’s Office of Pesticide Programs where she is the Budget Execution Team Leader overseeing and managing the office’s budget. 

Ms. Calloway has been a BIG member for many years and an active supporter throughout her career.  Ms. Calloway has held several leadership positions at EPA to include recently the Acting Branch Chief of the Financial Management and Planning Branch.  She is also an active member at her church and enjoys working in the service of others. 



Sharon serves as Correspondence Secretary.  She has been an active member of Blacks In Government (BIG) since the early 2000’s, and became a Life Member in 2011.  Sharon previously served as the Chapter’s Secretary from 2015-2017.  Since 2012, she’s served as Chapter Delegate at the BIG Delegate Assembly representing of Region XI.

Michael Reese serves as the Vice President. He has almost 30 total years federal government experience. He has been with the EPA since 2009, with most of his time serving in OCFO as part of the Payroll Management and Outreach team. Prior to joining the EPA, Michael was a member of Defense Finance and Accounting Services (DFAS), Pensacola, Florida. He is a retired veteran of the US Navy.

Michael currently serves in the Human resource Information Management System office within the Office of Mission Support, EPA. 

Blacks In Government, Inc.



Tony serves as Chair of the Scholarship Committee.  Tony has been a member of the EPA William D. Barber Jr. Chapter of BIG since the early 1990’s.  The scholarship committee was introduced and adopted by the chapter in 2004. The chapter has awarded 8 scholarships since its inception. 
Tony also served as the President, Vice President and as the Chapter Delegate at the National Training Conference in prior years.  Tony currently works for the Office of Pollution Prevention and Toxics at the EPA.

Garner support of EPA Management inclusive of Senior Officials by the building/rebuilding relationships through one-on-one meetings/discussions, invitations and participation in Chapter programs and activities.

Sponsor programs and activities for the membership that will benefit their development both professionally and personally while simultaneously furthering the mission of BIG and the Agency.

Build/facilitate effective partnerships and collaborations with other infinity groups (labor and non-labor) groups within EPA and EPA Chapters across the Agency and in the communities that we serve through outreach programs and potential sponsorships.

Retain, Recruit, and Engage. To retain the existing membership and to reclaim loss membership, recruit and engage members, through discussions, program activities (i.e., membership drives, programmatic and community outreach). Members whose ideas and talents are in alignment with the mission of both Blacks in Government (BIG) and EPA will create a win/win situation for both the individual, the membership and the agency as whole.

Miriam serves as Chair of the Membership Committee.  Miriam is a Gold Plus Life Member of BIG.   She has been a member since 1989 and has held numerous other positions:  Regional Representative, Assistant Treasurer, Vice President and President.  She also enjoys serving as a delegate at the annual National Training Institute’s Delegates Assembly.

Miriam works in the Immediate Office in the Office of Water’s Management and Operations Staff as the Director of Organizational Support Services.  She is responsible for the oversight of various program operations such as Quality Assurance, Field Operations Guidelines and Information Quality Guidelines for Water, FOIA coordination, COOP coordination; budget formulation; as well as manage the Records Management program.
